The Regional Medical Council of Paraiba (PB-CRM) in early July launched a booklet with ethical and legal guidelines for doctors to candidates for elective office in the election of 2010. The document will alert and guide the doctors, politicians, and society in general about the need to obey the law and the Code of Medical Ethics during the campaign.

A preliminary edition was published with the same goal in early 2008 when the municipal elections that year. CRM-PB drafted the manual in association with the Public Ministry and the Regional Electoral Tribunal of the state. The decision is part of a partnership between agencies to avoid the use of the profession in exchange for votes.

Dalvélio Madruga, PB-president of CRM at the time and currently Federal Councillor, reports that some doctors conducted free in their own residence, distributing free samples of medicines and enhanced the completion of surgeries in order to earn political dividends. Took advantage of the fragility of the voter in need of care.

These practices are prohibited by the electoral law and also contrary to the Code of Medical Ethics (CME). Article 41 of Law 9504/97, which establishes standards for elections in Brazil, prohibits the candidate to give, offer, promise or deliver to the voter, in order to get you the vote, property or personal advantage of any kind. Since the CEM defines, among the fundamental principles of ethical exercise of medicine, the physician's work can not be exploited for purposes of profit, political or religious purpose.

In addition to information on the electoral law and the CEM, the guide provides examples of court decisions related to use of the profession with electoral goals. According to the current president of CRM-PB, João Medeiros Filho, the council's concern regarding the ethical aspects of the elections is justified by the significant number of doctors and candidates in municipal, state and federal levels. It is natural that, given the close relationship established with the patient, the doctor emerges as leadership, especially in smaller communities.

The publication will be sent to doctors who applied Paraíba, political parties and the TRA of Paraiba, among other public and representatives of civil society at the Forum on Fighting Corruption, the Attorney General on the state of Paraiba. CRM-PB integrates the forum, which signed in May, the Pact for Conscientious Vote, at a ceremony held at the PB-TRE.
