The coordinator of UNAIDS in the country, Georgiana Orillard Braga said that "once again, the country demonstrates strong leadership in the response to the pandemic, while doing so in an open and inclusive with the participation of the population."

The representative said that the initiative will improve the lives of people living with HIV, and reduce deaths from the disease throughout the country.

The Ministry of Health of Brazil argues that, to be approved, the project can enter treatment as prevention by recommending that therapy starts sooner, as happens in the United States and France.

The goal of the authorities is to expand the provision of free treatment to over 100,000 patients. The country has between 430 000 and 520 000 people living with the virus. According to the agency, the treatment reaches just over 300 thousand people.

The proposal would also, according to the government, clearly define treatment regimens "in addition to managing compliance and effectiveness of antiretroviral drugs in the long term.

UNAIDS also highlighted the plans of the Brazilian authorities to introduce a fixed-dose combination of three drugs in one, especially for the first-line regimen. Treatment should be available in 2014.
