Senate Approves More Doctors. Project depends only on presidential approval

The Senate approved on Wednesday (16), the bill from the provisional measure (HB 621) that created the Program More Doctors. The design allows the hiring of foreign and Brazilian doctors trained abroad to work in poor and remote areas.

One of the points of divergence between the senators was the text that transfers to the Health Ministry the task of making the registration of foreign doctors enrolled in the program. Senators reached unprecedented state intervention and humiliation for CRMs.

The approved text also allows retirees to participate in the More Doctors, which was not foreseen in the original proposal of the government.

With Senate approval, the text follows for sanction of President Dilma Rousseff.

<b> The controversy of revalidation </ b>

One of the most controversial debates about the MP was the need for revalidation of foreign medical diploma. According to the text approved, the alien need not revalidate the diploma within three years of the program. Foreign doctors may only participate in the three-year extension of the More Doctors integrate "specific medical career", whose definition depends on the regulatory bill.

Unlike established that the original wording of the MP, retired physicians were included in the category of priority hiring program. The provisional measure also modifies the rules for medical education in Brazil. The residency programs should enable until December 31, 2018, the annual supply of seats equal to the number of medical graduates of the previous year, considering the residency positions in general family medicine and community and medical residencies direct access (medical genetics, medicine, traffic, occupational medicine, sports medicine, physical medicine and rehabilitation, forensic medicine, nuclear medicine, pathology and radiotherapy). As for boarding - sort of internship required to complete the degree course - the text stipulates that at least 30% of their workload will be allocated to primary care and emergency department and emergency SUS.

<b> Professionals Cuban </ b>

The consensus in favor of the More Doctors did not stop questioning the timing of the coming of Cuban doctors - the executive expects 4000 to bring professionals from Cuba to the end of the year through a deal brokered by the Pan American Health Organization (PAHO). These professionals work in regions with fewer proportion of physicians per capita, with a grant of U.S. $ 10,000 plus per diem expenses for installation (worth up to three bags) and the costs of commuting to the city for work.

In this case some senators stood danger that doctors in Cuba, a dictatorship, ideologically act to indoctrinate the poor.
