Survey shows strategies to curb the dissemination of tobacco

The results of the survey conducted by Fiocruz for the Research Report on Brazil ITC Advertising, Promotion and Sponsorship of Tobacco suggest that, although the government has enacted strong laws for the sector, more efforts are needed to curb violations of the tobacco industry in terms respect to the prohibitions of advertising and to close loopholes in the legislation.

The study is part of Project Evaluation of the International Tobacco Control Policies, featuring, among others, the promotion of evidence-based strategies to control the tobacco epidemic. The coordinator of the Centre for Studies on Tobacco and Health (Cetab), Vera da Costa e Silva, Carvalho and Valeska Figueiredo researcher were responsible for helping to build the report.

The survey shows the successes and challenges in implementing strategies to curb the dissemination of tobacco and provides recommendations for future strategies in order to guide policymakers.

With regard to the successes, the report also highlights that the Brazilians, smokers and nonsmokers, support a stronger regulation for tobacco products, including a ban on tobacco displays in retail outlets and implementation of plain packaging. Another success touted by publication is the development of strong pictorial warnings, and the requirement that the warnings have met 100% of the back of the packaging item in which Brazil is a world leader.

Other indications are compliance and enforcement related to the ban on advertising at point of sale, reducing the visibility of tobacco products at these points, especially in retail stores located near schools, in which products are displayed alongside candy. It highlights also the importance of not contribute to the normalization of smoking through films and novels.

Finally, the report makes recommendations as implementing strong applications bans on advertising, promotion and sponsorship, including stiff penalties for violations; educate retailers and the public about industry tactics to promote their products among young, and the ravages of such strategies with respect to tobacco consumption.
