Hiring foreign doctors is part of the discussions of members of the Ministries of Health, Education and Foreign Affairs, and Civil House. The discussion is not limited to the coming of Cuban professionals and extends to seeking partnerships with Portugal, for example. Yesterday (6) Minister of Foreign Affairs, Antonio Patriota, mentioned the articulation of an agreement for the hiring of 6000 Cuban doctors.

Earlier this year, President Dilma Rousseff met with members of the National Front of Mayors (FNP), who received a petition calling for the hiring of doctors to meet Portugal in the prefectures. In late April, the Chief Minister of Institutional Relations, Ideli Salvatti mentioned the government's intention to seek foreign doctors for local needy country.

The articulation for the hiring of Cuban doctors is conducted by the governments of Brazil and Cuba, with the support of the Pan American Health Organization (PAHO). The details, according to Patriot, and Cuban Foreign Minister Bruno Eduardo Rodríguez Parrilla, are still under negotiation. The matter was discussed at the meeting yesterday in Brasilia.

Patriot and Rodriguez did not inform how will the visa - it will be permanent or temporary. According to the Brazilian foreign minister, there is a deficit of Brazilian professionals working in health care in underserved areas of the country, hence the connection with Cuba.

"We are organizing to get a larger number of doctors here, in view of the shortage of medical professionals in Brazil. It is cooperation that has great potential and promising which also assign strategic value," he said.

Negotiations for sending Cuban doctors to Brazil was articulated by Dilma, in January 2012, when she visited Havana, the Cuban capital. On occasion, she advocated a joint initiative for the production of medicines and also mentioned the expansion of sending Cuban doctors to Brazil, to support care in National Health Service (NHS).
