One of the actions contemplated in the term scientific cooperation in Oncology signed between Brazil and Cuba is the Interdisciplinary Project and Social Care and Control of Cancer in Primary Care, or simply Project Achievement, as was baptized. The proposal is to organize the Primary Care to participate in prevention, so that patients can have access to early detection. Moreover, it is expected that the Primary Care also can track users already diagnosed and treated.

This is a pioneering approach to cancer, that in Brazil, will be implemented as a pilot project in the city of Vitória da Conquista Bahia. The project will also be developed in Santa Clara, Cuba, with exchange of information between the two municipalities. The new knowledge produced may be applicable in other parts of Brazil and the world.

Adriana Atty, technologist Division of Shares Early Detection National Cancer Institute José Alencar Gomes da Silva (INCA), says that one of the goals of Project Achievement is changing stigmas related to cancer treatment. Cancer is a chronic disease that can be controlled and often cured. People need to understand that cancer is not finitude of life, said the technologist during the project's launch in November 2012. Also participating in the ceremony held in Vitória da Conquista, representatives of the City, the State Foundation Family Health Bahia (Fesf) and Primary Care Directorate of the State Department of Health

Former partners in public health actions, Brazil and Cuba have strengthened in oncology from a visit of representatives of INCA to the Caribbean country in February 2010. In March 2012, the director of the Cancer Control Section of the Ministry of Health of Cuba, Teresa Romero, was in Brazil having even visited the Institute to continue the cooperation between the two countries.
