Popular participation is the key to strengthening the Unified Health System (SUS). The exercise of democracy in their decision-makers is one of the differences that make the NHS one of the most daring public health policies in the world. Cutting-edge technology to small everyday actions, the referral hospital to the home of the citizen, all contribute to the construction of this conquest of the Brazilian people, who have challenges commensurate with their size.

And the people is legitimately represented, who points out the problems and suggest alternatives to improve the functioning of the system, looking at the reality of their city and region. The Conference of Health and Health Councils are spaces for the defense of such proposals. The participation of the community is thus an achievement of social mobilization, which fought to uphold the Constitution of 1988 and won approval of Law 8.142/90, ensuring deliberative power of these two collegiate institutions.

With the theme All use SUS! Was held the last (14th) National Health Conference in 2011. In the center of the debate, one of the greatest wishes in relation to health: access and quality care. On the other hand, reinforced the idea of inviting people to realize the presence and role of the system in their daily lives, in their entirety: the water they drink and food we consume, the demand for medical care of high complexity, such as transplants.

Across the country, there were records of social participation and many states have reached historic milestones of 100% of municipalities with conferences, and local conferences are privileged spaces for discussion and mobilization, as they raise important questions for the discussion site regional and national level, for example, the funding system, enhancement of professional / health workers and public-private relations, among others.

In this scenario, the event's success demonstrated the commitment of health advisors in order to consolidate social control in its mission to analyze, monitor, approve, disapprove and deliberate actions. A strong and organized social representation SUS gives more flexibility, more efficiency in the proposals and actions that have a direct impact on improving health care for people and, consequently, the lives of all people.

Thus, the goal of building joint (governments, workers, service providers and society) of essential guidelines for the development and consolidation of SUS, seeking its strengthening and enhancement is also a facilitator and a condition for a truly participatory management, and this approach and harmony between these different social and political actors is to enable the construction of common goals.
