Final Report of the Subcommittee on Social Policy Temporary Drug Alcohol, Crack and Other Drugs

The Social Affairs Committee today approved Senate (14) the final report of the Temporary Sub-Commission on Social Policy on Alcohol and Drug Crack. Among the suggestions made in the document are restricting the advertisement of alcoholic beverages and the creation of social contribution at a rate of 1% on the amount of beverages and tobacco products.

The report also recommends the occupation by the Government, areas considered strongholds of drug users, as Cracolândia calls, and the granting of ministerial rank to the National Secretariat of Policies on Drugs (Senad).

The report is the result of seven months of the subcommittee. During this period, there have been 12 public hearings and heard more than 30 respondents, including specialists, government representatives and civil society.

The text also suggests that the federal government to organize a national conference to discuss measures to society to reduce drug use in the country. It also proposes the creation of a joint committee composed of senators and representatives, to know how many drug-related matters already before Congress.

After approval by the Commission, the document will be submitted to the Presidency of the Republic, the ministries of Health, Education, Justice, Labour and Social Welfare, in addition to state and local governments, federal and state prosecutors and the State Bar of Brazil (OAB).
