The Executive Secretary of the Brazilian Association of Graduate Health (Abrasco), Carlos Silva, defended PhD thesis in Public Health ENSP, in November 2010 with the theme of Health Promotion in Schools: theoretical models and challenges of interesetorialidade in Rio de Janeiro.

Carlos Silva: It came from the pediatric practice by the desire to look at the child beyond the clinical and biological. The school entry shows changes in the lives of children and this new nucleus of living it brings to the health sector issues outside the scope of biological illness as, for example, complaints about poor school performance and / or problems related to learning. Notify School: What was the purpose of your research?

Carlos Silva: As from my experience as coordinator of the School Health Program of the Municipal Health Secretariat of Rio de Janeiro, wanted to explore beyond the role of a manager, how was the development of school health programs and their impact on health the school community. Thus, the main objectives were: (a) identify the main models of school health and theoretical frameworks that support their practices in the Brazilian context, since the '20s (from the model hygienist to newer models that is based on health promotion particularly the initiative of the Health Promoting Schools), (b) analyze the trajectory of the school health program in the municipality of Rio de Janeiro during the period 2000-2009, featuring the main theories and dimensions of the program in different stages of its development, and (c) scaling the institutionalization of the program and School Health in Rio de Janeiro based on the principles of health promotion and intersectoral cooperation.

Living in the locus of action as manager of the program demanded a careful exercise as an observer and evaluator in the systematic development and evolution of the program bringing out the desire to understand and share this 10-year history of school health in Rio de Janeiro based on scientific knowledge production.

Notify School: What is the methodology?

Carlos Silva: The methodological approach comes from the evaluation literature on health promotion questioning the processes and impacts of traditional public health programs. This literature shows the importance of searching for theories and values that mobilize and develop programs and to identify strategies and mechanisms that explain the changes you want, how they are processed and which are: the formation of ties, the mobilization and coordination of actors in a social network, technical and intersectoral toward a reflexive dynamic around an expanded vision of health. Evaluation in health promotion aims to understand the coherence of actions and processes in relation to values and theoretical models that drive programs and activities, as well as the main mechanisms that account for the effects and changes generated.

To identify the models of school health, I conducted a survey of the main landmarks publications and legal documents that constitute and underlie the historical development of school health in Brazil, particularly in Rio de Janeiro for being the nation's capital and site of the first services health-oriented education.

To explore and evaluate the development of school health programs in the municipality of Rio de Janeiro during the period 2000-2009, it was necessary to reconstruct its history through documents, publications, reports and the different plans of evaluation of the program implemented during this period, in its different stages.

The analysis was possible thanks to the categorization of different stages of school health program in Rio de Janeiro, given the understanding of the conceptual and theoretical foundations that in each of these steps justify the actions triggered and intersectoral strategies, considering especially the different contexts where they have developed.

Having built schematic figures representing each step, listing the main mechanisms used, the possible inter-relationships built and the segments and sectors involved helped with the analysis and understanding of the processes in its different periods and thus the program as a whole.
