Regular users of crack and / or similar forms of smoked cocaine (base paste, and merla oxy) totaling 370,000 people in 26 Brazilian capitals and the Federal District. Considered a hidden population and difficult to access, it represents 35% of total consumers of illegal drugs, except marijuana.

Information is the largest study ever conducted on the use of drugs in the world, announced, on Thursday (19), the Ministries of Justice and Health Research was commissioned by the National Policy on Drugs (Senad) at Fiocruz. The methodology used in the research is unprecedented in Brazil because it was the only one yet able to estimate more accurately this hard to reach populations.

Secretary for National Drug Policy of the Ministry of Justice, Vitore Maximian, the number of regular users of this type of drug is "significant", although it corresponds to 0.8% of the population of the capital (45 million). "There is little in absolute terms 370 000 people with regular use of crack. The number is significant and shows that we must have full concern with the theme." The secretary has classified surprising that, in absolute numbers, the Northeast focus most users, contrary to common sense, according to which the consumption is higher in the Southeast. According to the study, in the Northeast there are approximately 150,000 crack users, about 40% of people who make regular use of the drug in all capitals. "This is a finding that surprises: the presence of a strong consumption in the Northeast and also, proportionately, in the South [where there are 37 000 crack users]. In the Northeast, we believe it is because the actual HDI [Human Development Index] lower when equated nationally, "he said. "In relation to the South, we saw an historical component, since traditionally there are in the region increased use of injectable drugs, whose index in the country is very low, but always with a predominance there," he added.

The proportion of consumption of the crack relative to total use of illicit drugs (except marijuana) also varies between regions. While in the capitals of the North, crack and / or similar account for 20% of all illicit substances consumed in the South and Midwest the product corresponds to 52% and 47%, respectively. The survey also shows that among the 370 000 crack users and / or similar, 14% are minors. This indicates that approximately 50,000 children and adolescents regularly use this substance in capitals. Most of them (56%) are also concentrated in the capitals of the Northeast, where they were identified 28,000 children in this situation.

Regarding local drug consumption, the study found that eight in ten use crack users in public spaces, interaction and movement people. The Director of Strategic Projects of Senad, Cejana Steps, pointed out that, because of this feature, there is no point doing a search with the traditional methods, for example, direct questions to the interviewee if he uses drugs or not, in order to estimate the number of users. According to her, the method adopted, which investigates the social networks of the interviewee, with questions raised about the people he knows who use the substance, it was possible to reach a more accurate number. "These people may not be in the residence. Therefore it was necessary to investigate the whole and across social networks," he said. "For the first time, the department considers to have a very reliable data on the number of crack users in the capital," he added.

To do the study, were heard at home, between March and December 2012, 25 000 people who answered questions about the characteristics of people within their networks. Among the questions, there were some focused specifically on the use of crack and other serving as control reliability of data, whose answers could be compared to records of public bodies, for example, number of acquaintances who are beneficiaries of Bolsa FamĂ­lia.
